What we tested,
and what we have not.

01Where we stand

We want this site to work for anyone who wants to read it, including people using a screen reader, a keyboard alone, magnification, or a browser set to larger text or reduced motion.

We measure that rather than assert it, and we report the measurement rather than a grade.

02Conformance status

This site is partially conformant with WCAG 2.2 Level AA. Partially conformant means most of the standard is met and we are not claiming all of it, because parts of the standard cannot be verified by an automated test and we would rather say so than imply a clean bill of health.

What we can state precisely. On 13 September 2026 we ran axe-core against all six pages of this site, which is the home page, these four policy pages and the 404 page, at four viewport widths: 320px, 390px, 768px and 1400px. Every rule axe-core has was switched on, including the sixteen it leaves disabled by default. Among those is target size, WCAG 2.2 success criterion 2.5.8, which is the one most often missed because a default run skips it silently.

The result, across all 24 page-and-width combinations: zero violations at Level A and Level AA. That covers heading order, image alternatives, form labelling and programmatic error association, landmark structure, link purpose, touch target size, and every text and interface colour measured against the 4.5:1 contrast minimum. Every page reflows to 320px with no horizontal scrolling.

One rule does flag, and we would rather name it than leave it out. The rule called color-contrast-enhanced measures our muted grey body and caption text against the 7:1 ratio required at Level AAA. This site targets Level AA, where the requirement is 4.5:1, and that text passes it. We are saying so here so that nobody can claim we ran a narrower test and called it a clean sweep.

What that does not cover. Automated testing catches a minority of real accessibility problems. It cannot tell you whether alternative text is meaningful, whether the order you tab through a page makes sense, whether an error message is understandable, or whether a screen reader announces something confusingly. Those need people. No full manual or assistive-technology audit of this site has been completed. That gap is the honest reason this page says partially, and not fully, conformant.

03What is built in

• Landmarks and a real heading order, so a screen reader can navigate by structure rather than by guessing.
• Visible keyboard focus on every interactive element, and no part of the site traps focus.
• The Ownership Check field has a visible, associated label, and the result of using it is announced to screen readers through a live region rather than only appearing visually.
• Every page reads and works with JavaScript switched off. The lookup box enhances the home page; it never gates it, and the page carries an email address and a phone number for anyone whose browser does not run it.
• Motion stops when your browser or system asks for reduced motion.
• In-page links account for the sticky header, so following one does not hide the thing you asked for underneath it.

04What we know is not done

• No full manual audit with a screen reader has been completed. That is the distance between "zero automated violations" and full conformance.
• Some decorative motion is present by default for visitors who have not expressed a motion preference.
• The typefaces are served by Google Fonts. If that request is blocked or slow, the page falls back to a system font stack and stays readable, but it will not look the same.
